They want to commit to a specific cut. They came into the G8 meeting saying let's have a specific cut on CO<INF>2</INF> emissions; and our President went over and sidetracked that and derailed that and basically said, no, we don't want to commit to that. I think the big debate here is are we going to have voluntary measures or are we going to move towards some mandates and a cap in trade system and a regulatory system so we can get ahold of this.
