I have traveled throughout my Congressional District and gone into high schools and taught high school classes and tried to talk about what it means to be a public servant and why we need good public servants. And, in fact, I have heard people say if we do not have the best and the brightest going into our governmental arena, then we relegate ourselves to second class leadership. I think that is really the thrust of what the gentleman is saying there. The gentleman, in a very powerful way, is saying if we change the system, we may open it up to a whole new group of leaders out there that will say, look, this is a cleaner system, this is a better system, this is a system that I believe I can stand up and be a part of.
