this bill does just the opposite. It supports States. It doesn't take over from States. The States have asked us for help when it comes to actions like cybersecurity and other things that are happening out there. It roots out foreign interference in our elections which happens in Federal elections and happens in State elections and, I think, can only be done at the Federal level. The distinguished Senator from Missouri says that these things that are being required, States are adopting all of these. States are moving very aggressively forward with things like automatic registration and moving to make it easier to vote, and we are trying to lay a consistent basis so the States know how to operate. So this is a good bill. It is a solid bill. It puts the American people back in charge. I yield the floor.
