The Senator from Maryland has hit it on the head. Look at what we are talking about on a motion to proceed. I think it would surprise the American people to know that if the majority leader comes to the floor, now we have--this is not to make it partisan in any way--55 Democratic votes. The majority leader says: I see we have a serious housing problem. We want to put a housing bill onto the floor of the Senate. I don't think people realize that the majority leader, if he doesn't have any agreement at all, then has to file a motion to proceed to that bill. If all the delay and roadblocks and obfuscation are put in front of him, it takes him 8 days to get to the bill if he can get 60 votes. If he does not, he probably wastes a whole week trying to get to the bill, and he doesn't get 60 votes, and then we fold it down and say: What is the next issue we should move on to? As the Senator from Maryland knows, we have to be able to put bills onto the floor and give them the time they deserve. We are wasting all this time up front that we could have a bill on the floor, we could have amendments, we could have debate, we could have all of those things going on that we know are the way the Senate should work. I yield.
