What Democrats are asking is simply that ICE follow the Constitution. Not only are Republicans inflicting harm on FEMA, TSA, and others, but they are refusing to follow the Constitution. They are refusing to have their law enforcement comply with law enforcement everywhere. That is why Democrats are saying ``no.'' We are with Americans when we say that this terror that ICE has inflicted on Americans has to stop. We are also saying that Congress should do its job and step in and say that we insist that they not violate our Constitution. We should step in and do our job of saying that we insist that Congress discuss and decide whether we should enter into a costly war in the Middle East, which is what they are allowing to go forward. Mr. Speaker, I urge my colleagues to reject this bill, vote against the rule, and vote for the Democratic proposal to fund FEMA and the Coast Guard.
