This a resolution that we are debating about the importance of health care coverage for the uninsured. We have set aside $350 billion over the next 10 years to add a prescription drug benefit to Medicare. It has to be part of the Medicare program. And everyone who is eligible for Medicare has to have some access to that coverage. I think it has to be voluntary so Americans who have coverage from an employer, or veterans and get it through the VA, they should not be forced to participate. It has to be affordable. That means we have to make sure that those who are low income or those with high drug costs get the most help from the Federal Government. A $350 billion commitment over 10 years is a significant contribution by the Federal Government to provide that coverage.
