The first duty that we have as Federal officials is to make sure we protect this country. This weekend, I have been a merit badge adviser for citizenship in the Nation in Troop 166 in Albuquerque, New Mexico, and had a group of boys that I was just teaching about the Constitution. We were talking about what are the functions of the Federal Government. And I believe that first and foremost our duty is to provide for the common defense.
