I came to the decision that, yes, we did need to give him that authority, that we could not allow Saddam Hussein to have chemical or biological weapons or the ability to deliver them against Americans; and I also came to the decision that Saddam Hussein had the intent to use those weapons against Americans. Over the last 2 weeks we have seen the cruel brutality of this regime. Day and night air power is degrading Iraq's command and control and its armored divisions with powerful, sustained, and precise engagements.
