I was struck by several of the panelists talking about the withdrawal of the rule, and I am wondering, as we look at methods, going forward, if we should also ask EPA to do a supplemental rule because they have significant comments that, frankly, they ought to address and they ought to reengage their stakeholders using, in fact, the arroyo as an example.
