The amendment is as follows: (Purpose: To create a point of order against legislation that would provide for the sale of Federal land to reduce the Federal deficit) At the appropriate place, insert the following: SEC. __. POINT OF ORDER AGAINST THE SALE OF FEDERAL LAND TO REDUCE THE FEDERAL DEFICIT. (a) Point of Order.--It shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would provide for the sale of any Federal land (other than as part of a program that acquires land that is of comparable value or contains exceptional resources or that is conducted under the Federal Land Transaction Facilitation Act (43 U.S.C. 2301 et seq.)) that uses the proceeds of the sale to reduce the Federal deficit. (b) Waiver and Appeal.--Subsection (a) may be waived or suspended in the Senate only by an affirmative vote of three- fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair on a point of order raised under subsection (a).
