Having made the case for restoring funds to the COSSI program, I would like to state my hope that such restoration not come at the expense of other dual-use technology programs that will benefit the Department of Defense. The Senate Armed Services Committee has carefully reviewed and authorized the dual use science and technology research element of the Dual Use Application Program as provided for in section 203 of the National Authorization Act for fiscal year 1997. Programs developed under this section will provide major enhancements in our military capabilities and can also benefit the commercial sector. Cooperation between DOD and the private sector will provide dual use benefits at a significantly lower cost to the government.
