I have a proposal which I have shown to my colleague that I believe provides ample authority, particularly in the Santa Fe watershed, for them to do everything they would like to do there. I think the earlier proposal Senator Craig has will do that same thing, in fact do quite a bit more.

He has demonstrated, on numerous occasions, his ability to find solutions to very difficult problems and to find solutions that could gain the support of Democrats, Republicans and Independents alike.
