What we did, in response to my friend's question, we modeled our proposal on the successful program legislated into effect in Texas. That is the basis upon which we came up with our estimate. It was very different from the Clinton administration recommendation, not just with the credits but in various other aspects. We did not follow the Clinton administration proposal with regard to renewable portfolio standards in fashioning ours.
