My information is that the money was appropriated, and that it was appropriated last December when we passed the foreign operations appropriations bill. There is no reason that money should not be released for the intended use. That is what the law requires. I hope very much that the administration will move ahead. We are fast approaching the date when we are going to do another foreign operations appropriations bill. I don't think we serve the intended purpose by just delaying and delaying the use of these funds.
