The issue of disposal of spent nuclear fuel and high-level radioactive waste has been debated in the Senate, in one form or another, as long as I have been a Member. Nuclear waste is a serious issue that demands serious attention by all Senators. It is a problem that is national in scope. It is also a particular responsibility of the Federal Government. After all, it was the Federal Government that proposed, beginning with the Atoms for Peace Program in the Eisenhower administration, to develop the peaceful uses of nuclear power.
