I think the operative language is on page 2, where I say what this sentence is intended to mean: that no amount authorized to be appropriated by this act for research, development, test, and evaluation may be expended for design, development, or the deployment of these types of weapons in space. I think I have made it very clear we are trying to head off the use of funds for designing weapons in space until Congress has a chance to debate this issue and until there is a specific authorization required.
