The next generation lighting initiative was first introduced as S. 1166 in the 107th Congress. It was then included in H.R. 4, the comprehensive energy bill, as amended by the Senate, which then went into conference with the House. Unfortunately, the energy bill failed in conference, but the next generation lighting initiative, and nearly the entire R&D authorization title were conferenced with the House. This agreed upon R&D authorization title, with the next generation lighting initiative, is now found in H.R. 238, as introduced by the House Science Committee in the 108th Congress.
