this amendment tries to begin to focus national attention and some resources on the problem of students who drop out of school before they complete high school. In 1989, when President Bush and the 50 Governors met and set some national education goals for the country, one of those goals was that we would have at least 90 percent of our students complete high school before they left school. At that time, 86 percent of our students were completing high school before they left. Today, it continues to be 86 percent. We have done absolutely nothing to reach this very important national goal.
