I assume that part of what is being considered in this review of the strategic concept is the role that nuclear weapons would play in the future of NATO, where those weapons might be stationed, what the policy of NATO would be in the use of weapons. All of these are factors that I think would be very important for new members to know before they apply for membership and would be important for us to know before we agree to expand and expand and expand. Every time a member comes into NATO, we are committing U.S. forces to defend that territory. I understand that. I think it is just appropriate that we have some caution in committing U.S. forces to defend more and more and more territory, and that is the purpose of the amendment--just to understand where we are before we keep moving ahead.
