This is an amendment to address the central issue that has been part of the education debate all along, and that is the issue of accountability. The amendment I am proposing would try to put into place the mechanisms to ensure that accountability. That, I believe, is a reason the amendment should be supported by everyone. Let me indicate what current law is. Current law says that of the title I funds a State receives, they can spend a maximum of one-half of 1 percent of those title I funds in order to ensure accountability in the expenditure of those funds.
