I hope very much that we can proceed to a good debate on this proposal and on the proposal by my colleague from New Mexico, Senator Domenici, and then have votes on those two proposals. I know Senator Kerry also has a proposed second-degree amendment to raise the percentage requirement from 15 percent to 20 percent. He would like to have a chance to have the Senate consider that proposal as well. At this point, I think that gives a general overview of the amendment and the reasons why I think the Senate should support it. I urge all my colleagues to vote for the amendment.
