those who voted for the last amendment which I offered on behalf of myself, Senator Hatch, Senator Kennedy, and Senator Domenici, voted to allow States to continue to make the decision as to how they administer their education programs and their education funds. In my view, that is the appropriate position for us to take in the Senate. The amendment the Senator from Ohio is now offering would, in fact, give the Governors a veto over any State plan, regardless of whether that is the way a State has decided to administer their State educational funds. It would totally override the State constitution in my State. It would override the State constitution in many States. I urge my colleagues to oppose it.
