What is the Senator intending to do by this action, by this vote, by this amendment? What is he intending to tell that group of Governors, and others who sit on that panel, about what their responsibilities are for considering standards in the future? Should they wait until we get some reading from the Congress as to whether or not there has been too much public concern? I am just concerned that we are setting a precedent which essentially makes their job irrelevant or their role irrelevant if we are going to have public debates in the Congress and pass mandatory legislation dictating how they are to proceed every time a new set of proposals comes forward.
