I recall when we saw the budget resolution last year that contained the President's enormous tax cut, that came from the Budget Committee without markup. That was brought by Senator Domenici to the floor, at the request of the majority leader at the time, Senator Lott. Am I not correct that was a major piece of legislation that came to the Senate floor without ever having a committee markup?
