let me respond to a few of the points made in debate. The other Senator from Nevada also wishes to speak. First, when my good friend from Wyoming made his comments, he made a point that we hear a lot on the floor, which is that the people who are opposed to this bill have offered no alternatives. That is not true. I think anyone who has followed the course of this legislation in committee knows that I offered an alternative in committee, which got a significant number of votes, which I believe would have been a substantial step forward. On each of the issues we are debating, I have offered alternative language. So, clearly, that is not the case. Second, on the issue about the Department of Energy making no progress with the Yucca Mountain project, I don't think that is an accurate or fair criticism at this point. Clearly, they have not done all we wish had been done, but it is also true that Congress, most years, has not provided the funding requested for this project. The Department of Energy is on target to characterize the Yucca Mountain facility. Five miles of tunnel have been built in the last few years. Numerous test facilities have been built. Progress is being made but not adequate progress. I am sure they are unhappy with the pace of progress. Of course, this legislation contains a delay in the EPA's ability to issue their standards.
