this amendment is co-sponsored by myself, Senator Gramm of Texas, and Senator Lieberman. It expresses the sense of the Senate in favor of a basic principle that is widely supported in this body. That principle is that we should seek to double the Federal investment in civilian research and development over the next 10 years. This principle is contained in legislation co-sponsored by us, the chairman of the Budget Committee, and about 10 other Senators.
