As the Senator may know, in recognition of the special challenges that the territories face in promoting economic development, the Fair Labor Standards Act. FLSA, provides that the transition from the territories' historic subminimum wage levels up to the national minimum wage is managed by special industry committees. These committees convene ever 2 years, carefully analyze the islands economies, and recommend incremental increases toward the national minimum wage based upon those analyses.
