today, along with Senator Domenici, I propose an amendment that will allow for better administration, law enforcement, and operational procedures for both the White Sands National Monument and the White Sands Missile Range. The bill will exchange about 10,000 acres along the border of the White Sands Missile Range and the White Sands Monument which abut each other. It also transfers to the monument the administrative jurisdiction over about 2,500 acres which lie within the White Sands National Monument but are currently controlled by the White Sands Missile Range. Mr. President, the area that I am speaking about is a unique geological formation. This gypsum deposit known as ``White Sands'' is very important to my home State of New Mexico.
