let me make one point. This is requesting that we double the size of this program, but at the current time, we are spending 21 cents per child per year on nutrition education out of the Federal Government. This is suggesting we might want to spend up to 42 cents per child per year. I remember when I offered this amendment 2 years ago, Senator Byrd said we ought to at least provide as much per child as it costs to buy a candy bar. I thought that was pretty good insight. I see my colleague from Oklahoma, Senator Coburn, wishes to speak briefly.
