Considering that rules of the Commission may apply to any act or practice "affecting commerce", and that the only statutory restraint is that it be unfair, the apparent power of the Commission with respect to commercial law is virtually as broad as the Congress itself. In fact, the Federal Trade Commission may be the second most powerful legislature in the country. . . .
