I have an amendment at the desk, Number 63. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, line 13, strike ``date of enactment of this subsection'' and insert ``effective date of this subsection''. Add at the end the following: SEC. 3. EFFECTIVE DATE. This Act, and any amendments made by this Act, shall not take effect until the Secretary of Energy, in consultation with the Secretary of the Interior, publishes a report on the number, location, and owner of all unused permits to drill for oil and gas on Federal land. The Acting CHAIR. The gentleman from New Mexico is recognized for 5 minutes.
