Did the President keep his word that he would not cut Medicare and Medicaid?

So would you agree with the CBO's score--that the CBO said at the very least that Graham-Cassidy reduces Medicaid by $1 trillion?

I am not going to cut Social Security like every other Republican. I am not going to cut Medicare or Medicaid.
