I rise today to throw my support behind this important measure, particularly the Barton amendment. For the last 25 years, this Chamber has accumulated deficits that defy logic. After a quarter century of living on borrowed money, today I say ``Enough is enough.'' Previous attempts to balance the budget without a constitutional amendment have failed. Time after time Congress has shown that it lacks the discipline to adhere to goals that it sets for itself. It is clear only a new approach will bring lasting fiscal restraint on this body. The world will not come to an end if this amendment passes. Those naysayers who claim that the sky will fall if we embrace fiscal responsibility in our Constitution are just the guardians of an oversized government that has betrayed the American taxpayers by wasting too much of their money. Let us end the congressional spending spree and support the balance budget amendment.
