The Commission by law had two goals: to study how to protect the important government secrets while simultaneously reducing the enormous amount of classified documents and materials. We began our deliberations with the premise that government secrecy is a form of regulation, and like all regulations, should be used sparingly. But I feel obliged to reiterate and emphasize the obvious. The protection of true national security information remains vital to the well-being and security of the United States.
