I would hate to have his job as chairman of the Appropriations Committee. It seems to me we have $60 million somewhere in limbo--it might be in the pipeline, it may have been committed without our knowing. There are so many ambiguities about it. How can we tie it up so there will be no commitment beyond what has already been made?
