This amendment puts the President's right to waive certain provisions regarding the PLO into permanent law. The State Department assures us these changes are necessary for the peace process to move ahead smoothly. Senator Pell and I have agreed to submit this amendment, and I believe my colleagues on the other side are prepared to accept it. I have only one final note: I do not like the PLO, and I don't trust them. I pray that the PLO will use any new privileges responsibly and that the President will relax U.S. policy on the PLO gradually and very carefully.
