I strongly support the Dole-Smith amendment which will maintain the existing restrictions on trade with Vietnam unless and until the President determines that Vietnam has provided the United States with the fullest possible unilateral accounting of American POW/ MIA's it can be reasonably expected to have. This is not an onerous burden or a new requirement to be held over Vietnam as some claim. The Dole-Smith amendment, and I am a principal cosponsor of it, merely codifies the accountability standard President Clinton set himself. The President has pledged to lift the embargo by judging Vietnamese cooperation on the repatriation of remains, access to archival records, resolution of discrepancy cases, and cooperation on resolving cases in Laos. And, on December 10, President Clinton reconfirmed that saying, 'we will not accept mere activity by Vietnam on POW/MIA issues as progress.'
