I will say, Mr. President, in response to the Senator, I think he is on a fishing expedition and he is not going to catch any fish. But UNICEF cannot now borrow money, according to my understanding. Is that correct? So that question is moot. I do not know what the Senator from Vermont is talking about. If he wants to exclude UNICEF for some personal reason, I will be glad to exclude it.
