None of us favor unreasonable implementation of anything. Having said what I have said in criticism of this sort of thing that has been going on, let me say in my 21 years in the Senate, I have hundreds of examples of where U.S. Embassies in Europe and other places in the world have gone out of their way to be helpful to U.S. citizens. So there are two different sides to the story, but most of what I am talking about has happened in Latin America.
