I, first, want to offer my personal assessment of some of the red hot rhetoric coming from and by critics of the United Nations, and even from this administration, regarding the decision by the Congress to withhold a portion of the funding for the United Nations until genuine reforms are implemented by the United Nations. I happen to know quite a bit about this as a result of my having spent months and hundreds of hours in painstaking negotiations with Members of both the House of Representatives and the U.S. Senate and the administration in coming up with a legislative package to pay the so-called 'U.S. arrearages' to the United Nations in exchange for meaningful reform of the United Nations. That package of reforms passed the Senate twice--once by a vote of 90 to 5. And the conference report has been filed with the House and Senate. But, unfortunately, by an astounding display of administration priorities, the White House chose to block this reform bill at the end of the first session of this Congress after the House of Representatives added one single provision protecting unborn babies from deliberate mass destruction.
