To the Senate and House of Representatives: I transmit herewith a communication of 23d ultimo from the Secretary of the Interior, submitting, with accompanying papers, a draft of a bill to amend section 2148 of the Revised Statutes of the United States, relating to trespasses upon Indian lands.

The condition of affairs among the Five Civilized Tribes...has assumed such an aspect as to render it almost indispensable that there should be an entire change in the relations of these Indians to the General Government.
It would seem that if Spain should offer to Cuba genuine autonomy...there should be no just reason why the pacification of the island might not be effected on that basis.
I believe no greater danger confronts us as a nation than the unhappy decadence among our people of genuine and trustworthy love and affection for our Government as the embodiment of the highest and best aspirations of humanity.
