To the Senate of the United States: In response to the resolution of the Senate of the 21st instant, relative to the refusal of the Turkish Government to grant exequaturs to the vice-consuls of the United States at Erzerum and Harpoot, I transmit herewith a report from the Secretary of State.

The condition of affairs among the Five Civilized Tribes...has assumed such an aspect as to render it almost indispensable that there should be an entire change in the relations of these Indians to the General Government.
It is provided,That this classification shall not include persons appointed to an office by and with the advice and consent of the Senate nor persons employed as mere laborers or workmen;
Such vacancy may, subject to the approval of the Commission, be filled by appointment without examination and certification for such part of three months as will enable the Commission to provide eligibles.
