I fully approve this action of the Bureau, and as this is much more favorable to a deserving soldier than his remedy under this bill, I am not willing that the action so lately and so justly taken in his behalf under the general law should be superseded by the approval of this act.

I do hereby declare, proclaim, and make known that the Executive order of June 22, 1890, making said reservations of lands in the Territory of Alaska, therein particularly described, is hereby modified.
I transmit herewith, in response to the Senate resolution of December 21, 1896, addressed to the Secretary of State, a report of that officer covering a list of persons claiming to be citizens of the United States who have been arrested on the island of Cuba since February 24, 1895, to the present time.
