If the claims mentioned are such as should be paid by the United States, there appears to be no difficulty in making an appropriation for their payment from the general funds of the Government.

To the Senate: In response to the resolution of the Senate of the 24th ultimo, I transmit herewith a report from the Secretary of State.
It is also ordered,That no person shall be admitted into any place not excepted from examination by the civil-service rules in any of the classes above designated until he shall have passed an appropriate examination prepared by the United States Civil Service Commission and his eligibility has been certified to this office by said Commission.
I do hereby make known and proclaim that there is hereby reserved from entry or settlement and set apart as a public reservation all those certain tracts, pieces, or parcels of land lying and being situate in the States of Idaho and Montana.
I am unable to discover any principle which justifies her restoration to that relationship upon the death of her second husband.
