Damn it, they are bad people. Let's face it. We have got to understand something in this world. There are good people and bad people.

It is against the law to rape. It is against the law to murder. It is against the law to beat people to death.

They are afraid to do their job in Philadelphia. That is the issue we are talking about today.

I would urge the administration to stop spending money on those projects.
