The details of the rule, in my opinion, are insane.

My concern is that we use a scalpel … and not use a sledgehammer.

But — there’s a big but with that — if we’re not ready, then we need to, for a year or a year and a half, renew the subsidy.

I want it to sort of stop. I want to turn a new page.
