Essentially what California is doing is, because of the fact that they have a major air pollution problem, they have adopted more stricter standards, and the Federal Government lets them do so. As I mentioned during debate on the last resolution, this resolution--this one now is about cars, primarily--is a waste of time, because both the GAO and the Senate Parliamentarian have concluded that this waiver is not a rule and, therefore, can't be revoked using the Congressional Review Act.…”
