This amendment that has been made in order is not the amendment to add back $1.8 billion, and I say that with great sadness on behalf of our veterans. What this amendment would do is lift a prohibition in the underlying bill that would prevent the VA from establishing already authorized medical preparedness centers, Centers of Excellence, to work the issue on weapons of mass destruction. As I said earlier, the VA is ready to go. We already have their time line. It is in print. They are ready to go. They want to do this. I would say to my colleagues that if we are saying we do not have the $5 million approximate in start-up costs, let us grow this budget. That is what we have been saying in this entire debate. I hope my colleagues will vote for this. I would again remind my colleagues that the VA already operates dozens of specialized research centers... We are not breaking new ground here; we are moving in a direction that heretofore has not been addressed and that is weapons of mass destruction. I would hope my colleagues would vote for this amendment.
