Mr. Chairman, exactly 20 years ago today President Gerald Ford and other leaders of the 33 European countries and Canada gathered in Helsinki, Finland, for the solemn signing of the Helsinki Final Act of the Organization for Security and Cooperation in Europe, the OSCE. In two decades since this historic gathering, the Helsinki Accords have helped guide relations between the participating states from the dark days of the cold war to the dawning of democracy in the countries of East Central Europe and the former Soviet Union. Mr. Chairman, the commemoration of today's anniversary is overshadowed by the dark ongoing tragedy in Bosnia-Herzegovina, one of the newest members to join the OSCE. It is fitting that the House consider S. 21 legislation to lift the arms embargo in Bosnia today. At no point over these past 20 years, Mr. Chairman, have the principles enshrined in the Helsinki Final Act been under greater attack than in the ongoing war of aggression and genocide in Bosnia.
