extraordinary, important programs like PEPFAR, the President's Emergency Plan for AIDS Relief, a number of the refugee programs, and a whole lot of other programs that deal with infectious diseases like tuberculosis need to be funded in a very robust way in order to save lives and to mitigate dangers, especially to women and children.
